outcome has lice?

my outcome has had lice for a couple of months. we have tried everything - several uncommon types of the medicated shampoos or treatments - got new pad - took out all stuffed animals - washed clothes and bedding in hot water - new brush - took away all pony tail holders, etc. i'm sincerely at my wit's end!!!

any suggestions?

Vinegar.
